What is a variation order breakdown?
A variation order breakdown is a structured document that sets out the cost components of a change to the scope of works. It is used to support the agreement of a variation sum between the contractor and the party assessing the variation.
Under most standard form contracts, variations must be valued in accordance with the contract's valuation rules, which typically require the cost to be built up from first principles where no applicable bill rate exists. A detailed breakdown demonstrates that the valuation has been carried out correctly.
In practice, variations are one of the most common sources of dispute in construction contracts. The main contractor assesses the subcontractor's claim and the gap between the submitted value and the assessed value becomes the subject of negotiation. A well-structured, evidenced breakdown significantly reduces that gap.
Variations should be submitted as close to the time of execution as possible. Historical variations submitted at final account without contemporaneous records are far harder to agree and are frequently discounted significantly.
